32 bit vs 64 bit is a specification on the processor in computers; Windows95 & XP were "32-bit" operating systems ... Windows Vista & Windows7 are "64-bit", so programs written for 32-bit systems (mostly) don't work on the newer machines. This is the (only) reason I've kept my old XP 32-bit desktop machine, to continue to play CivWarGens2 ...
But, in general, no ... there just aren't that many Civil War games out there, free or premium. Gettysburg & Antietam are both "64-bit" games & will play on Vista & 7 machines, and might be found & purchased in a "bargain bin" for around $25 (these are both considered "old" games).
For the (really) old DOS Civil War games, often found on free download sites, you can install a "DOS emulator" program; it will work on new machines to play these old games, but the set-up can be confusing ...
