You do not want to advocate voting tests.. the south in the 50's and earlier used a literacy test to keep blacks from voting.. no one will allow a test to determine eligibility for voting ever again..and we shouldn't.
Frankly, I believe literacy should be a criteria for voting, but the tests and testers would be too subjective.
