 I don't understand either. Overrated how and by who? By modern historians, or their contemporaries? I don't think any Confederates liked seeing those green flags or black hats on the other side of the field. The performance by the Stonewall Brigade and the Iron Brigade at Second Manassas warrants all the praise that the get. Personally, I think the entire eastern theater is overrated.
