I think we can consider that the Union had a fair amount of history and tradition to draw on, while the confederacy did not. Everything from the command structure to the post office had to be developed at the same time. couple that with the shortcomings of President Davis' insistance on supporting his friends, because they were his friends, as well as the fact that confederate governors had far more powers than their federal counterparts and you get a picture of the different structures at work.
