Not really taking issue with you, trying to clarify my statements and thinking..

Not really adding to it in the sense of putting words in your mouth, but calling attention to the fact that I do believe commanders are responsible for the conduct of their men. If a commander condones an action thru inaction on his part (not stopping it) then he is responsible for the resulting behavior .
A good example of this is the German general officer who tacitly allowed mahem to reign in Athens Alabama with the result that the town was sacked...If memory serves, he was relieved then promoted.. can't recall his name and the exact circumstances just now..I am distracted...
Another example is the shadow cast on General Forrest for Ft. Pillow...
