The issue is the wooden hull and the carrying of passengers.. They are for obvious reasons more dangerous than steel hulled boarts. The Queen is the only wooden hull vessel carrying passengers on the waterways and due to her historic value, congress has exempted her from that portion of the maritime laws that require steel hulls. Refitting her with steel would not be a practical option.
