Check out the map of the park, I assume they cut through the land that practically surrounds the town on Bolivar Heights, just as the Confederate positions did, and the project is inside the Confederate lines. If it were my decision, the whole project just got killed by them doing this becasue I would not allow them to use the plumbing they ilegally constructed. http://www.nps.gov/archive/hafe/maps/pdf/parkmap.pdf Looks like they could have come down US 340 without disturbing park land (still historical land).
