According to RE Lee in a dispatch to Richmond on July 15, the ANV's defensive positions at Falling Waters were "quite strong" and the army was "in good spirits." Additionally, remember that the AOP had been severely bloodied at Gettysburg. The 6th corps and possibly the 12th corps were the only units that could have mounted a major attack and I don't think they could have attacked on broad enough of a front to force a battle decisive enough to force the surrender of the ANV at Falling Waters. -Mark
