 Peter Turcan's game Battalia should be able to be downloaded for free somewhere online (can't find a link while at work). If I recall correctly, the game featured the Battle of Stones River.

Another game I enjoyed (but which isn't tactical) is Frank Hunter's From Sumter to Appomattox III, which is available for free. I blogged on it here:
