Hellcat- All of that is true. In the case of West Virginia, it was just one of a number of inconsistencies in the policies of the federal government. Their position was that it was illegal for states to secede from the federal government, but it was okay for counties to secede in effect from a state that no longer wished to be one of the United States. Thus, it would seem that the federal government's position on secession depended on who was trying to secede from whom.
