Maybe, maybe not. Remember Lee didn't become a US citizen again until Ford was President because supposedly Seward had given his application to a friend as a momento and the offical oath was stored in a desk without ever being filled or completed until a archivist with the National Archives found it in the '70s. I say supposedly because there's always going to be the arguement that this was done on purpose to punish Lee for joining the Confederacy and leading the Army of Northern Virginia. You can always ask was there something in the report someone didn't want people to see. Doesn't appear there was, just Dr. Leale's reporting on what he witnessed when he arrived in the box, reporting on the crowds reaction to Lincoln's assassination, and what he attempted to do to save Lincoln. But the question may be raised as to if there was some reason someone didn't want the report possibly getting out to the public.
