 I don't think that only major battlefields should be preserved, but I'd give them priority over most.

I'd consider the following as example of major battlefields:

Gettysburg, Antietam, Vicksburg, Manassas, Fredericksburg, Perryville, Stones River

When one thinks of South Carolina and the Civil War, probably the first thing they think of is Ft. Sumter. There just weren't any major battles or even what I would call 2nd tier battles in that state.
