 Rita's evacuation topped Katrina's, BTW.

The fact that so many didn't evacuate or evacuated after the fact was the problem in NO.  BTW, the after the fact evacuations were N.P. Banks' fault, when he went up the Red River and brought back the human "contraband," they were forced to settle in what became the Fith Ward all under sea level and not prime land.
