Well, the whole issue of secession is not addressed in the constitution but was generally considered a "right" of the various states. In fact, Mass. threatened multiple times to secede. Today the "blue" states have made noises about secession and in Vermont there is a movement to secede. Like you I have always found the whole readmission issue to be idiotic. That however was the Radical republicans and Lincoln's cabinet not Lincoln himself and was in retribution for waht they saw as confederate complicity in the assissination (sp)of Lincoln as well as general punishment for losing the war.
