The ports and refineries in Houston and the oil rigs in the Gulf would belong to the CSA. They would pretty much dictate how much fuel the North received.

But then, the North would have long ago opened up ANWR to drilling, as well as offshore California. And perhaps also utilized those abundant Pennsylvania coal fields as an alternative energy source, not to mention new-cue-ler energy. All of this, of course, infers that relations between the two nations (if indeed they are just two, and not more) are strained after 143 years, thus restricting trade. Actually, I think there'd be a more energy independent north.;)
