Couldn't say if it is the best but the only one I have is Jeff Wert's "Mosby's Rangers" and I enjoyed it.

I aree about Wert's book, great read.

It is not a biography, but one of the best books on Mosby written by one of his men is Reminiscences of a Mosby Guerilla by John Munson. Humurous and eye opening.

I like "Gray Ghost: The Life of Col. John Singleton Mosby", by James A. Ramage. Ramage fully recounts Mosby's 28 months as a partisan ranger. All the major operations are here in detail and in context.
